Knowledge & Power : Lobbying and Think Tanks in European and Global Governance

Course Outline:

In today’s globalized world, lobby organizations, think tanks and other interest groups play an important role in setting and influencing policy-making, both behind the scenes and in the public eye. This seminar offers an introduction to the politics of interest representation and the theoretical approaches to knowledge- power relations in the EU & global governance settings. Especially think tanks’ role as part of “epistemic communities” (Haas 1992) within policy-making and as so-called “bridges” between science and policy (Stone 2007) has been increasingly scrutinized over the past few decades. Based on the 2019 Global Go to Think Tank Index Report, the number of think tanks in the US has more than doubled since 1980. A visible increase in the number of think tanks in Asia is likewise observed (McGann 2020). These numbers point to the the importance of think tanks as expertise creators and opinions shapers in an increasingly globalized public policy arena.

In policy-making settings, (re-)construction, management and distribution of knowledge cannot be analyzed separately from power relations embedded within structures and among actors. After gaining an understanding of theories on lobbying, interest representation, and expert knowledge in the 1st part of the seminar, we will apply these approaches by analyzing various policy cases in the 2nd part. To this end, you will work in groups and undertake your own research in various policy areas in the EU & global setting in order to better comprehend the strategies and the influence of lobby groups and think tank networks, considering the historical and political contexts.

Specifically, you can choose from one of policy areas below (other suggestions are also welcome):

• Digital infrastructure & data protection
• Healthcare & COVID-19
• Trade & Tax
• Finance & Regulation
• Climate Change & Environment
