European countries, often within international organizations have developed a legal framework for the protection of minorities, granting special rights to minorities. At the same time, some minorities still seem to face discrimination and exclusion based on their minority status. In this class, we will discuss the development of minority protection in Europe, trying to understand the role of the European Union in minority politics as well. We will also take a look at some nation states as cases and focus on inclusion and exclusion processes in societies. It will be of particular interest to us how minority actors become politically active and make their voice heard within the political sphere.
